Consumer Operated and Oriented Plan
Description
Obamacare created the Consumer Operated and Oriented Plan (CO-OP) program which was designed to foster non-profit, consumer-run health insurance plans (CO-OPs). The program does this by making $6 billion dollars in loans available to the CO-OPs to be used toward start-up costs and to create reserves to ensure plan solvency. The program's $6 billion budget was cut to $3.8 billion dollars during the 2011 congressional budget negotiations.
